Clara Pacta d.o.o. was founded under the name Zoja d.o.o. back in 1996., and has been operating under its current name since 1998. The companies' main activities include production of all types of promotional materials, digital and offset printing and consulting services on public procurement. Over the years we have specialized for the production and sale of promotional materials in confirmation of which is the fact that our quality has been recognized by large companies like Tehnika d.d., Grawe Hrvatska d.d. (international insurance company), Allianz d.d. (international insurance company), Raiffeisen (savings-and-loan association), Merkur d.d. (international insurance company), Basler osiguranje Zagreb d.d. (international insurance company), Basler osiguranje d.d. Consulting
Consulting on public procurement procedures helps our clients in identification and implementation of the complex legal issues in public procurement procedures. Public procurement is a very dynamic area of law that requires an interdisciplinary approach of various experts and continuous education.
Recent changes of the Public Procurement Law stipulate that from January 1, 2010. contracting entities are obliged to use services of at least one person who has completed Public procurement training program in preparing the tendering documentation and procedure if the contracts have a value (excluding value-added tax-VAT) estimated to be no less than HRK 300.000 in the case of supply and service contracts and HRK 500.000 in the case of works contracts.
Furthermore, small and medium companies (who are often tenderers and candidates in public procurement) usually do not employ employees who are specialized for public procurement procedure which means that it is likely that they will not be able to perceive possible breaches of Public procurement Law. Due to that fact it is possible they will have problems in preparing tendering documentation or that they will not use their right to appeal.
Because of all above mentioned reasons our company has recognized the need for establishing consulting services on public procurement for contracting entities, as well as for tenderers and candidates.
